SERAP Asks Tinubu To Direct Minister Bosun Tijani, NIGCOMSAT, NNRA to Account for Alleged ₦2.9bn Missing Funds

The Socio-Economic Rights and Accountability Project (SERAP) has asked President Bola Tinubu to order a full probe into the alleged disappearance of ₦2.9 billion from two key federal agencies, citing findings in the Auditor‑General’s annual report released September 9, 2025.

In a statement issued Tuesday, SERAP urged the President to direct Bosun Tijani, Minister of Communications, Innovation and Digital Economy, alongside the management of Nigerian Communications Satellite Ltd (NIGCOMSAT) and the Nigerian Nuclear Regulatory Authority (NNRA), to account for the funds and explain their whereabouts.

The group also called on Attorney General and Minister of Justice Lateef Fagbemi, SAN, and anti‑corruption agencies to investigate the alleged missing or diverted monies, as well as “any other diverted public funds” from the two agencies flagged in previous Auditor‑General reports.

“Anyone suspected to be responsible should face prosecution as appropriate, if there is sufficient admissible evidence, and any missing or diverted public funds should be fully recovered and remitted to the treasury,” the statement read.

SERAP described the allegations as “a grave violation of the public trust and a fundamental breach of Nigeria’s anti‑corruption laws and international obligations,” noting that both agencies play strategic roles in the nation’s digital economy and safety systems.

“Accountability in NIGCOMSAT and NNRA is critical given their strategic roles in Nigeria’s digital economy and national safety systems. Mismanagement in these agencies not only wastes scarce public resources but also threatens national development, technological progress, and public safety,” it added.

The Auditor‑General’s report, published September 9, 2025, documented the alleged discrepancies. NIGCOMSAT manages Nigeria’s communications satellites, while NNRA regulates nuclear safety and radiation protection.
